معلومات أساسية

 

 

 

تُعتبر ندرة المياه واحدة من أكبر تحديات القرن الحادي والعشرين، خاصة بالنسبة إلى قطاع الزراعة. وقد أصبحت حالات الجفاف بالفعل سببًا رئيسيًا لفشل المحاصيل في العديد من مناطق العالم ولأزمة انعدام الأمن الغذائي الحاد في البلدان الضعيفة. ومع وصول عدد سكان العالم إلى حوالي 10 مليارات نسمة في عام 2050، نحتاج إلى زيادة الإنتاج الزراعي والغذائي بنسبة 50 في المائة مما كان عليه في عام 2012، الأمر الذي سيتطلب زيادةً في المياه بنسبة 20 في المائة على الأقل (حالة الموارد من الأراضي والمياه في العالم للأغذية والزراعة، إصدار عام 2021). ويعرّض تغير أنماط هطول الأمطار وارتفاع درجات الحرارة الأمن الغذائي وسبل عيش المزارعين والسكان في جميع أنحاء العالم للخطر. 

واستجابةً للتحديات المذكورة أعلاه، تم إطلاق الإطار العالمي بشأن ندرة المياه في الزراعة (الإطار العالمي)1، وهو عبارة عنشراكة تستضيفها منظمة الأغذية والزراعة (المنظمة)، بشكل رسمي خلال المؤتمر الثاني والعشرين للأطراف في اتفاقية الأمم المتحدة الإطارية بشأن تغيّر المناخ في نوفمبر/تشرين الثاني 2016 في مراكش، المغرب، وصادق عليه في ما بعد 83 منوزراء الزراعة في يناير/كانون الثاني 2017. 

وفي المنتدى الدولي الثاني للإطار العالمي2 الذي عُقد في فبراير/شباط 2023 في برايا، كابو فيردي، أوصى المشاركون من خلال نداء برايا للعمل3 بما يلي: (1) دعوة جميع البلدان الأعضاء ليصبحوا شركاء في الإطار العالمي؛ (2) وسيتم تعيين بلد عضو لرئاسة الإطار العالمي، بدءًا بكابو فيردي؛ (3) وتعقد المنظمة، كل سنتين، في مقرها الرئيسي في روما، حوارًا حول الإطار العالمي مع جميع البلدان الأعضاء؛ (4) ويُعقد المنتدى الخاص بالإطار العالمي في برايا كل سنتين لتوفير حيّز للشركاء وأصحاب المصلحة لتبادل الحلول وإحراز تقدم نحو معالجة مسألة ندرة المياه في الزراعة. 

واستجابةً لهذه التوصيات، أدرجت المنظمة الإطار العالمي باعتباره واحدًا من التزاماتها الثمانية إزاء خطة العمل العالمية للمياه في مؤتمر الأمم المتحدة للمياه لعام 2023، وطرحت مسألة ندرة المياه والإطار العالمي خلال حوارات روما بشأن المياه، والدورة الثالثة والأربعين لمؤتمرها، وأنشأت شبكات فنية أقاليمية معنية بندرة المياه، وحشدت الموارد ونفذت مبادرات إقليمية لندرة المياه مثل برنامج ندرة المياه لإقليم آسيا والمحيط الهادئ ومبادرة ندرة المياه لإقليم الشرق الأدنى وشمال أفريقيا. وعلاوةً على ذلك، أطلق مجال تأثير ذو قيمة مضافة بشأن معالجة ندرة المياه في الزراعة والبيئة أنشطته الأولية مع الإعداد المستمر لأربعة اقتراحات مشاريع عالمية لتعزيز التوصل إلى محاصيل محلية أصلية مغذية ومقاومة للجفاف من أجل التصدي لندرة المياه. 

وتقترح هذه الوثيقة تنظيم حدث "من أجل عقد حوار رفيع المستوى حول الإطار العالمي بشأن ندرة المياه في الزراعة - الاجتماع التحضيري الفني" يومي 29 و30 أبريل/نيسان 2024 في المقر الرئيسي للمنظمة في روما. وسيعمل هذا الحدث الفني على التحضير للحوار الرفيع المستوى حول الإطار العالمي الذي سيعقد، إلى جانب حوار روما بشأن المياه، خلال منتدى الأغذية العالمي في شهر أكتوبر/ تشرين الأول 2024. وسيعمل كلا الحدثين على تعزيز الشراكة الخاصة بالإطار العالمي وتوسيع نطاقها لغرض إبرازها بقدر أكبر وتعزيز الالتزام بها وتأثيرها على نحو أكبر. 

الأهداف

 سوف يسعى الحدث "من أجل عقد حوار رفيع المستوى حول الإطار العالمي بشأن ندرة المياه في الزراعة - الاجتماع التحضيري الفني" إلى تحقيق الأهداف التالية: 

  1. التحضير للحوار الرفيع المستوى حول الإطار العالمي الذي سيُعقد خلال منتدى الأغذية العالمي في شهر أكتوبر/ تشرين الأول 2024؛ 
  2. وتعزيز التعاون وحشد الالتزامات لجعل الإطار العالمي أكثر تأثيرًا وفعاليةً؛ والاتفاق على الآليات الرئيسية لتشغيله؛ 
  3. وتبادل التجارب والمعارف في معالجة مسألة ندرة المياه بين البلدان ومبادرات المنظمة العالمية والإقليمية ذات الصلة؛  
  4. ورفع توصيات بشأن أولويات معالجة مسألة ندرة المياه في الزراعة والعمليات المتصلة بخطة العمل العالمية للمياه على غرار أسبوع المياه العالمي والمنتدى العالمي للمياه المقبلين. 

النتائج المتوقعة

  1. أولويات موصى بها للإطار العالمي للفترة 2025-2031 لدعم تنفيذ الإطار الاستراتيجي لمنظمة الأغذية والزراعة للفترة 2022-2031؛ 
  2. عملية موصى بها لإنشاء لجنة توجيهية بقيادة الأعضاء للإطار العالمي بحلول شهر أكتوبر/ تشرين الأول 2024؛ 
  3. تبادل المعارف والتجارب بشأن معالجة ندرة المياه في الزراعة؛ 
  4. مشروع إعلان روما بشأن ندرة المياه في الزراعة والذي سيُعرض لاعتماده خلال الحوار الرفيع المستوى حول الإطار العالمي.
