Foreword

The present report refers to the technical mission carried out in Aruba during the period 10th–23rd October 1994, within the framework of the Project ARU/90/002 “Fisheries Development Planning”, financed by the Government of Aruba and executed by FAO.as executing agency for the United Nations Development Programme.

The mission, carried out in collaboration with the Department of Agriculture, Husbandry and Fisheries (DAHF), was preceded by a briefing on the present status of aquaculture in the Caribbean Region at the FAO/RLAC and at the UNDP Representations in Port of Spain, Trinidad, and by a visit to the Fundashon Marcultura facilities in Bonaire.

The mission's terms of reference were:

  1. Obtain an overview of the aquaculture studies undertaken within the Fundashon Marcultura Programme based on Bonaire, and to become aware of the results having relevance to possible future aquaculture developments on Aruba; to be achieved through a 2 to 3 day visit to the study sites in Bonaire at the commencement of the consultancy,

  2. Review the earlier work concerning sites on Aruba having the potential for aquaculture, appraise the three aquaculture proposals presently under consideration by the Department of Fisheries, undertake additional field and desk studies to establish (or confirm) site characteristics and availability, and generally indicate the magnitude of the potential productivities of each site,

  3. Generally describe the technology of the aquaculture that could be undertaken at the most favourable sites, estimate the magnitude of the investment, and the ongoing costs and revenues that might be expected in the event of either pilot scale or fully commercial ventures becoming established, and advise on the scope for economically beneficial linkages between aquaculture and tourism,

  4. Assist in guiding the establishment of a body of documents (e.g. books, journals and mimeographs) within the library of the Department of Agriculture, Husbandry and Fisheries, to be available for use by those seeking information on aquaculture and related topics,

  5. Present a mission report to the Director FIDO which should summarize his observations and make recommendations concerning the appropriate future role of the Aruba administration on matters of aquaculture, the designation of sites suitable for aquaculture within any coastal management plan for Aruba, and prepare a draft project proposal in the event of there being justification for a local based project to undertake further investigations.
