ANNEXE F

Portuguese fishery in CECAF waters and research studies 1985–87

l. INTRODUCTION

The present infomation deals with the Portuguese fishery in the CECAF region and presents the fishery statistics of the landings carried out in Portugal under different fishing regimes, mainly in Divisíons 34.1.1, 34.1.2., 34.3.1 and 34.1.3. These operations (including natlonal fishery units fishing under portuguese flag, joint ventures and bilateral fishing agreements) often present great difficulties regarding the respective statistics. due mainly to the characteristics of the fishery itself , frequently operating wich small fishing boats whose activities, and respective landings, are not easy co follow. On the other hand, and also very frequently, catches are only partially landed in Portugal (sometimes in more than one single fishing harbour) and in other coastal countries of the CECAF region.

Some details of landings of hake (Merluccius merluccius). rubberlip grunt (Plectorhinchus mediterraneus) and some eparus (Sparus auriga) which are some of the more important species caught by Portuguese fishing vessels in CECAF waters as well as size composition data are presented in this report.

2. STATISTICS

It has always been difficult to obtain catch or landings statistics and the shift toward the so–called artisanal or semi–industrlal fisheries has increased chis problem even more.

Although with some imperfectlons, Portugal has regularly presented Statlant – 34 – A forms on its catches. Until 1985, this information included all landings observed in Portugal In spite of the nature of the fishing regime. After 1986, only landings from fishing vessels under Portuguese flag were presented. Tables 1, 2 and 3 give data on landings in Portugal. It is not easy to split the data by gear types.

Notwithstanding the great difficulties to obtain from fishing mascers correct InforBtótion on the gear used, data were collected for 1986 and 1987 Table 4 on ìandings by line, gillnet and trawl fisheries, and by main species, on the largest Portuguese fishing harbour (Docapesca, Lisboa). Idencical information, for 1987, is presented In Table 3, taking into account the different CECAF statistical divisiona (fisheries both under portuguese flag and joint ventures).

During 1985 and 1986 the high proportion of seabreams (about 17% of total landings) as well as the rubberlip grur (14%), Is evident. These fisheries were carried out mainly in CECAF Division 34.1.1 and 34.1.3.

It can be said that the main species of seabreams, which represent the target fishery for many fishing units, are the following:

These fisheries are mainly conducted in CECAF Divisions 34.1.1, 34.1.3 and 34.3.1.

As far as the portugese fishery in other CECAF divisions is concerned, the importance of tuna and tuna-like species in Madeira's waters, division 34.1.2. (Should be pointed out).

With regard to the period 1984–87, Table 5 shows the relative importance of the main species landed in Portugal. For the last two years, data collected from Portuguese joint venture vessels are also given.

Relative importance of the main species, or groups of species, landed in the largest national fishing harbour (Docapesca) is given in the following table :

With regard to fishing effort, it is not possible to present the data broken down by type fishery and gears. Notwithstanding this problem, and taking into account the situation in 1986 and 1987 the number of fishing vessels from which information were obtained on fishing operations in CECAF waters under different fishing regimes (Table 7). The largest number of units present were between 50 and 200 GRT. The areas where this fleet operated most were Morocco and Mauritania.

As mentioned before, more than 80% of the vessels were under joint ventures.

It should be emphasized that the great majority of fishing vessels in operation during the last years in CECAF waters with landings in Portugal, fished with line and gillnets, and only a small number of them with trawlers. This means that the fishing effort is now substantially weaker that it was some years ago, when the Portuguese fishermen used mainly trawlers.

During the last few years, however, the fishery in waters of Guinée-Bissau is becoming important; we can state that about l 665 tons of fish and crustaceans were caught in this area by ten units in 1987. Some of this catch were landed in Guinée-Bissau.

In Division 34.1.2 artisanal boats using lines landed mostly tunas or tuna-like species, (Tables 1 to 3 and Table 18).

Research Activity

The Portuguese studies on fisheries on the CECAF region were carried out mainly on European hake, M. merluccius, rubberlip grunt, Plectorhinchus mediterraneus and redbanded seabream, Sparus auriga; this last one with a smaller intensity due mainly to difficulties on sampling.

The observations realized in the largest Portuguese fishing harbour in Lisbon and another two (Peniche and olhão) allowed us to present the length composition of the respective landings. Tables 2 to 17 and Figures 2 to 11 show the size composition of species landed in Portugal, fished with line, gillnet and, in some cases, by trawlers, for the period 1985–87.

The disparity observed in the different catches by each gear is quite evident. The tables also show the mean length and weight for each species mentioned above, caught by different gears.

Data relative to the tuna fishery carried out ìn CECAF statistical division 34.1.2 and by tuna bait boats (Madeira waters) are shown in Table 18 (bottom figures) for the different tuna species sampled. Studies on this fishery In Madeira waters are still progressing.

A research cruise carried out in April and May 1988 in Guinée-Bissau waters. The mission was realized in cooperation with the Laboratory of Maritime Biology of Bissau. The main objectives of this mission were the study of resources and the artisanal fishery in the Archipelago of Bijagós, and resources and oceanographic studies off 12 nautical miles.

The cruise was undertaken with the R/V “NORUEGA” and two small boats (for work in shallow waters). The activities were developed in two parts. One related to the research inside the 12 nautical miles zone and in–shore (Bubaque),; the other, outside the 12 miles, occurred only on board of the research vessel.

In the first one, apart from the study of the resources and the artisanal gears, a test on conservation of fish was also made.

Outside the 12 miles zone, the main aims were trawl stations, oceanographic studies, acoustic survey, and teats with a surface long-line. Inside the 12 miles, environmental studies were carried out, as well as fishing operations apart from the support to the work in shallow waters.

The report of this missions is being finalized.

Future research activities

The Portuguese Institute of Fisheries Research (I.N.I.P.) intends to continue the sampling programme on hake, rubberlip grunt and other important species present in the landings. If possible, a project of studies on board a fishing boat is also foreseen in the northern zone of the CECAF region.
