SAINT LUCIA LEGISLATION
Fees for foreign fishing licence:
-for vessels less than 30 feet
(overall length) = $500 per year
-for vessels 30 - 60 feet (overall length) = $ 1 000 per year
-for vessels over 60 feet (overall length) = $ 2 000 per year

Access fees, export fees, and resource management fees to be determined by the Minister may be attached to a foreign fishing licence.

LEGISLATION
No foreign fishing vessel licence is to be issued unless there is an access agreement in force with the flag state or association representing vessel owners. Flag state includes regional organization with delegated power to make agreements.
Requirement does not apply to licences issued for test fishing operations or for locally-based operations.

LEGISLATION
Local fishing vessel
defined as any fishing vessel (a) wholly owned by the Government of St. Lucia or by any public corporation established by or under any law: or (b) wholly owned by one or more persons who are citizens of St. Lucia; or (c) wholly owned by any company, society, or other association of persons incorporated or established in St. Lucia of which at least 51% of the voting shares are held by citizens. Locally-based foreign fishing vessel is defined as one based in St. Lucia which lands all its catch there.

SAINT LUCIA LEGISLATION
General conditions for foreign fishing vessel
-Chief Fisheries Officer must be notified of any change on licence application no later than 7 days from change.
No transhipment of fish except with permission of Chief Fisheries Officer.
-Master of vessel, while in fishery waters, shall take all reasonable measures to avoid damage to local fishing operations. (Reg. 13)
Conditions for vessels with overall length of 30 feet or more
-Same general conditions as above;
-While in fishery waters, master of vessel must fly vessel state's flag; display in clearly visible manner international radio call sign or number assigned to vessel in licence or any regional register established under section 6(1)(f) of Fisheries Act, No. 10 of 1984;
-Master of vessel must allow authorized observers to board and to have full access to all equipment, records, or fish on board, and to make tests, observations, records, or to remove samples as reasonably required, and provide, without charge, food and accommodation equivalent to that provided for officers;
-Proceed to port or place required for observers' boarding or disembarking. (Reg. 14)
Conditions for vessels of less than 30 feet
-Same general conditions as above;
-While in fishing waters, master of vessel must display the registration or licence number assigned by country of origin, or such other number or marking as will adequately identify vessel and its country of origin, in a clearly visible manner. (Reg. 15)
-Additional conditions may be communicated by radio to master of licensed vessel by letter, telex or cablegram to licence holder or licensee's representative, or by other means deemed practicable by Chief Fisheries Officer. (Reg. 16)
-Fishing gear must be stowed in prescribed manner. (Reg. 18)
-Every vessel shall also carry specified safety equipment. (Reg. 4)

LEGISLATION
-Any records, reports or notifications must be in English (Reg. 17)
-Written reports as required by Chief Fisheries Officer within 15 days of period to which report applies. (Reg. 14 (f) and (g))
-Daily logbook must be kept for vessels over 30 feet long, recording fishing operations while in fishery waters (reg. 14(h)) and retained by master for at least 12 months following voyage. (Reg. 14(j))
-Radio reports required upon entry into fishery waters, daily while in fishery waters, at least 4 hours prior to departure, and as required by Chief Fisheries Officer. (Reg. 14(k))
-Such reports must specify vessel's international radio call sign or assigned number, position, total catch by species on board (Reg. 14(1))
-Record of catches and other required information must he kept by vessels
