DES EXPERTS INDONÉSIENS CONSEILLENT LA TANZANIE DANS LE CADRE DU PROGRAMME SPÉCIAL POUR LA SÉCURITÉ ALIMENTAIRE

Deux experts indonésiens de la commercialisation des céréales se sont rendus en Tanzanie durant la période de la récolte, en septembre/octobre 1996, dans le cadre du Programme d'experts pour la CTPD/CTPT. P. Suharno et A. Soepanto, chefs de division du BULOG, l'office indonésien de logistique qui aide le pays à atteindre son autosuffisance en riz, ont conseillé la Tanzanie sur les moyens de résoudre les problèmes de commercialisation, de distribution et de transformation qui empêchent d'intensifier la production de céréales. La visite a été effectuée durant la phase de lancement du Programme spécial pour la sécurité alimentaire en République-Unie de Tanzanie. Les experts ont visité les zones pilotes couvertes par le Programme (régions de Morogoro et de Dodoma), étudié les contraintes à la commercialisation des céréales vivrières et donné des conseils concrets pour l'amélioration des installations de commercialisation et de transformation des céréales.

EXPERTOS INDONESIOS ASESORAN EN TANZANIA SOBRE EL PROGRAMA ESPECIAL PARA LA SEGURIDAD ALIMENTARIA

En el marco del Programa de expertos para la CTPD/CTPT, dos expertos de Indonesia en mercadeo de granos visitaron Tanzanía en época de cosecha, entre septiembre y octubre de 1996. A los expertos P. Suharno y A. Soepanto, jefes de dirección de la BULOG, la agencia indonesia que apoya los esfuerzos del país para lograr la autosuficiencia en arroz, se les solicitó asesoramiento para superar las limitaciones existentes en procesamiento, distribución y mercadeo, con el fin de intensificar la producción de granos. La visita se realizó durante la fase inicial del Programa especial de producción de alimentos en apoyo a la seguridad alimentaria en Tanzanía. Los expertos visitaron las áreas piloto del Programa especial en las regiones de Morogoro y Dodoma, analizaron las restricciones existentes en el mercadeo de granos y asesoraron sobre medidas para mejorar las instalaciones de procesamiento, como elementos esenciales para la expansión de la producción y de las estrategias de seguridad alimentaria.

INDONESIAN EXPERTS ADVISE TANZANIANS UNDER THE SPECIAL PROGRAMME FOR FOOD SECURITY

Indonesia's successful experience of intensifying grain production and achieving rice self-sufficiency goes back to the beginning of the BIMAS (for Bimbigan Massal, mass guidance) programme in the early 1970s. BULOG, the logistics agency that supports BIMAS, has extensive expertise in grain marketing, processing and distribution, all of which are vital to successful intensification of production.

The United Republic of Tanzania joined FAO's Special Programme for Food Security (SPFS) in 1995. Although the country has the potential to produce more than enough foodgrains to feed its people, in 1995/96 it faced a foodgrain deficit of nearly half a million tonnes. Thus, the initial focus of SPFS is to boost national capacity and increase yields to achieve foodgrain self-sufficiency. To sustain self-sufficiency, however, increased yields need to be processed and marketed efficiently.

Identification of constraints to production expansion is the focus of the pilot phase of the SPFS. Having identified marketing, processing and distribution of grains as major constraints, FAO requested that BULOG make available the services of two experts to study foodgrain marketing constraints in Tanzania and advise on measures to be taken.

Two BULOG experts, P. Suharno, Divisional Head in the Bureau of Foreign Procurement, and A. Soepanto, Divisional Head in the Bureau of Planning in the Research and Development Centre, visited Tanzania at harvest time in September and October 1996. The experts visited the SPFS pilot areas in the Morogoro and Dodoma regions, which have high potential for rapid expansion of rice and maize production, and made recommendations on policy changes to support farmers' progress towards increased yields and free-market operation. The experts also emphasized the need for the farmers to cooperate with fellow farmers to obtain better prices, to help establish public marketplaces, to increase their off-farm income and to be trained in cost-benefit analysis and grading of rice and maize in order to become active and independent sellers.
