UN EXPERT CHINOIS POUR LA CTPD PRÉPARE UNE ÉTUDE FORESTIÈRE RÉGIONALE

Dans le cadre du Programme d'experts de la CTPD, la FAO a recruté un expert chinois en foresterie pour coordonner la mise en œuvre d'une étude forestière régionale pour l'Asie et le Pacifique. L'étude a été réalisée sous la direction de la Commission des forêts pour l'Asie et le Pacifique qui avait approuvé la proposition à sa seizième session, tenue à Yangon (Myanmar), en janvier 1996. Zheng Rui, Directeur de la coopération internationale au Ministère chinois des forêts, a travaillé au Bureau régional de la FAO pour l'Asie et le Pacifique, à Bangkok, pendant quatre mois. Il a dressé une liste des points focaux nationaux à contacter pour ces travaux et a vivement encouragé les pays à en désigner. Il a préparé et conduit la première réunion des points focaux nationaux, qui a eu lieu à Bangkok en septembre 1996, et permis de jeter les bases de la coopération entre les pays et de formuler des stratégies pour la réalisation de l'étude prospective, qui devrait être achevée début 1998.

EXPERTO CTPD DE CHINA PREPARA UN ESTUDIO FORESTAL REGIONAL

En el marco del Programa de expertos CTPD la FAO obtuvo los servicios de un experto chino en bosques para coordinar la implementación del estudio regional sobre bosques de la región de Asia y el Pacífico. El estudio se elaboró bajo los auspicios de la Comisión Forestal de la Región de Asia y el Pacífico, que había aprobado la propuesta en su 16 período de sesiones en Yangon, Myanmar, en enero de 1996.

El Sr. Zheng Rui, Director de Cooperación Internacional en el Ministerio de Bosques de China, fue asignado por cuatro meses a la Oficina Regional de la FAO para Asia y el Pacífico en Bangkok. Estableció una lista de contactos de puntos focales nacionales y solicitó a los países que designaran su punto focal nacional. Preparó y dirigió en Bangkok la primera reunión de puntos focales nacionales en septiembre de 1996, foro que fue utilizado para establecer cooperación entre los países y para formular estrategias de implementación del estudio, que será terminado a principios de 1998.

CHINESE TCDC EXPERT PREPARES A REGIONAL FORESTRY STUDY

The use of a Chinese expert's assistance in the finalization of a regional forestry study illustrates the potential of the programme for the use of TCDC/TCCT experts to contribute to the preparation of substantive documentation for planning and implementation of development strategies on an intercountry basis.

The Asia and the Pacific region is undergoing rapid transformation owing to fast economic development and the continuing growth of its population. Social and economic changes are exerting pressure on the region's forest resources, but at the same time they are creating new opportunities for forests and trees to contribute to development.

In order to assess changes affecting the forestry sector in the region as well as trends and prospects for the future, FAO proposed that an outlook study for the sector with the horizon of the year 2010 be carried out under the auspices of the Asia-Pacific Forestry Commission. The commission welcomed the proposal at its sixteenth session in Yangon, Myanmar in January 1996 and stressed the importance of obtaining the full participation of member countries and drawing expertise from throughout the region.

Zheng Rui, Director of International Cooperation in the Chinese Ministry of Forestry, was recruited under the TCDC/TCCT experts programme to coordinate the study. His functions included promoting contact with the governments of the region; mobilizing the nomination of national focal points (NFPs); identifying suitable consultants to draft regional thematic and technical reports; and coordinating national efforts and advising on the preparation of country profile studies on forestry development. He established a working contact list of NFPs and actively encouraged those countries who had not yet nominated an NFP to do so. As a result, the number of NFPs increased significantly. The NFPs were sent regular updates on the major progress of the study and on the planned meeting of the NFPs.

Zheng Rui prepared and assisted in the first meeting of the national focal points in September 1996 in Bangkok. The meeting was used to lay the groundwork for intercountry cooperation and to increase awareness on the implementation of the outlook study. The Asia and the Pacific forestry sector outlook study is due to be completed in early 1998, and its policy implications will be discussed by the seventeenth session of the Asia-Pacific Forestry Commission later in the year.
