PREPARATION OF THIS DOCUMENT

The first meeting of the Planning Group for the Coordination of Acoustic Surveys off Northwest Africa met in Dakar, Senegal, from 26 to 28 October 2002.

This group was established as one of the activities of Project GCP/INT/730/NOR “International Cooperation with the Nansen Programme: Fisheries Management and Marine Environment”. The project is funded by the Norwegian Agency for Development Cooperation (NORAD) and operated in close cooperation with the Institute of Marine Research, Bergen, Norway (IMR).

The general objective of the Planning group is to plan the coordination of acoustic surveys in the region including intercalibration of research vessels and to act as a forum for discussion on issues important to acoustic surveys such as standardization of methods, acoustic research and training.

The third meeting of the Planning Group for the Coordination of Acoustic surveys off Northwest Africa was held in Dakar, Senegal, from 22 to 23 October 2004. A total of eight scientists from five countries participated.

The FAO is grateful to the Planning Group participants who were responsible for the preparation of this report. Special thanks are also due to Marie-Thérèse Magnan, Rine Sola and Luigia Sforza for their assistance with the finalization of this document.

PRÉPARATION DE CE DOCUMENT

Le première réunion du Groupe de planification pour la coordination des campagnes acoustiques au large de l'Afrique du Nord-Ouest s'est réuni à Dakar, Sénégal, du 26 au 28octobre 2002.

Ce groupe a été établi comme une des activités du projet GCP/INT/730/NOR «Coopération internationale avec le Programme Nansen: aménagement des pêches et environnement marin». Le projet est financé par l'Agence norvégienne pour le développement (NORAD) et réalisé en étroite collaboration avec l'Institut de recherche marine (IMR), Bergen, Norvège.

La troisième réunion du Groupe de planification pour la coordination des campagnes acoustiques au large de l'Afrique du Nord-Ouest s'est réunie à Dakar, Sénégal, du 22 au 23octobre 2004. En tout huit chercheurs de cinq pays ont participé à la réunion.

ABSTRACT

The third meeting of the Planning Group for the Coordination of Acoustic Surveys off Northwest Africa was held in Dakar, Senegal, from 22 to 23 October 2004. The meeting was the third of its kind, following two meetings in Dakar, Senegal, from 26 to 28 October 2002 and from 28 to 29 October 2003.

The general objective of the Planning Group is to plan the coordination of acoustic surveys in the region including intercalibration of research vessels and to act as a forum for discussion on issues important to acoustic surveys such as standardization of methods, acoustic research and training. A total of eight scientists from the Gambia, Mauritania, Morocco, Norway and Senegal participated in the meeting. Mr Abdoulaye Sarre (CRODT, Senegal) was the Chairperson of the meeting.

The scientists from the Northwest African region expressed their commitment to conduct their own acoustic surveys. All of the local research vessels conducted acoustic surveys in 2004. The plan from 2003 had in general been respected and major improvements have been made in standardization of procedures and the processing of data since the vessels are using the same acoustic equipments.

The ability of running acoustic surveys in the sub-region has developed to a good level and focus in the future should be on the development of human capacity and to resolve the recurrent technical problems of trawl performance, noise discrimination and data storage.

The timeframe of the continued surveys with R/V DR.FRIDTJOF NANSEN and the support through the Nansen Programme are unknown and high priority must therefore be given to the improvement of scientists skills in acoustic abundance estimation. Of high priority for the moment are (not in prioritized order): support from qualified experts in finding solutions to problems related to vessel noise (Morocco); support from experts in finding solutions to problems related to pelagic trawling operations (Morocco and Senegal); adopting procedures for survey data storage (all countries);training of technical personnel to solve problems related to the acoustic equipment and computer networks onboard local vessels (all countries).

RÉSUMÉ

La troisième réunion du Groupe de planification pour la coordination des campagnes acoustiques au large de l'Afrique du Nord-Ouest s'est tenue à Dakar, Sénégal, du 22 au 23octobre 2004. La réunion était la troisième d'une série. Les deux premières réunions ont eu lieu à Dakar, Sénégal du 26 au 28 octobre 2002 et du 28 au 29 octobre 2003.

Le Groupe de planification a pour objectif général l'organisation de la coordination des campagnes acoustiques dans la région, y compris l'intercalibration des navires de recherche, et de jouer un rôle de forum de discussion sur des questions importantes pour les campagnes acoustiques telles que la standardisation des méthodes, la recherche acoustique et la formation. En tout huit chercheurs de la Gambie, de la Mauritanie, du Maroc, de la Norvège et du Sénégal ont participé à la réunion. M Abdoulaye Sarre (CRODT, Sénégal) était le président du groupe.

Les chercheurs de la région nord-ouest africaine ont exprimé leur engagement à effectuer leur propres campagnes acoustiques. Tous les bateaux locaux ont effectué des campagnes acoustiques en 2004. Le plan élaboré en 2003 a en général été respecté et des améliorations significatives pour la standardisation des procédures et la saisie et l'analyse des données ont été apportées liées au fait que tous les bateaux utilisent le même équipement acoustique.

La capacité d'effectuer des campagnes acoustiques dans la sous-région s'est développée et a maintenant atteint un bon niveau. Par conséquence, les futurs efforts devraient porter sur le développement des capacités humaines afin de résoudre les problèmes techniques récurrents d'efficacité du chalut, de bruit et de stockage des données.

La période de disponibilité du N/R DR. FRIDTJOF NANSEN et l'appui du Programme Nansen ne sont pas encore connus, et la priorité doit être donnée à l'amélioration des compétences des chercheurs en termes d'estimation d'abondance acoustique. Actuellement les priorités (sans ordre prioritaire) sont: appui des experts qualifiés pour résoudre les problèmes liés au bruit des bateaux (Maroc); appui des experts pour trouver des solutions aux problèmes concernant les opérations de chalutage pélagique (Sénégal et Maroc); adoption de procédures pour le stockage des données des campagnes (tous les pays); formation des techniciens pour résoudre les problèmes liés aux équipements acoustiques et aux réseaux des ordinateurs à bord des bateaux nationaux (tous les pays).
