1. INTRODUCTION:
Over the years there have been fairly well documented catch statistics collected by the Fisheries Department of the Ministry of Animal Industry and Fisheries. In the almost total absence of any socio-economic and post-harvest data, only the catch statistics have been available as a basis for formulating fisheries management policies and development projects. One of the chief aims of the FAO/UNDP FISHIN' Project (UGA/87/007) is to formulate improved procedures for the collection and use of fisheries information and statistics in the country as a basis for better planning, management and development of the fishery industry.
2. PURPOSE OF THE MARKETS SURVEY
The purpose of the survey is to help with a study the marketing and distribution aspects of the fishery industry, including the environment within which the industry operates, the industry's activities, peoples' attitudes towards fish and their opinions towards the fishery industry. The information gathered through the study will will be used in conjunction with the catch data to formulate the basis of marketing development in the fishery industry.
3. THE SURVEY PLAN
3.1 Scope
The fish markets survey is planned to cover all post-harvest activities from the landings to the markets within the areas bordering on Lakes Victoria, Edward, and George.
In fact the survey involves a census (“frame survey) of all the fish markets within the FISHIN Project area. All markets will be counted: rural as well as urban, minor as well as major.
3.2 Data to be collected
A questionnaire has been designed to provide information for each market along the following lines:
Nature of the market.
Fisheries staff disposition.
Market days.
Number of fishing operators, processors and traders.
Other occupations practised in addition to fish trade.
Membership in fishery co-operative societies or other trade related organisations.
Supply of fish.
Outlets of fish on the markets.
Fish export.
Services such as hospitals and schools within the area.
Handling facilities within the market.
Packaging materials.
Institutions and public eating places.
Current prices of commodities.
3.3 ORGANISATION:
The market frame survey is planned to cover six weeks, as per the attached programme. One week will be spent for each Fisheries Region. It is intended to use existing Fisheries field staff at the landings and the markets. The entire survey team will be composed of about 30 enumerators and two supervisors. For each region the completed questionnaires will be collected at the end of the survey week. Detailed instructions for completing the questionnaire are provided below.
4. QUESTIONNAIRE INSTRUCTIONS
4.1 Preparation
Make sure you have your writing materials (pencils and eraser) along with one questionnaire form ready for completion before starting work at each market.
Check to make sure that each questionnaire is a complete form (9 pages). Three sheets of extra writing paper have been provided.
When you arrive at any of your assigned markets first introduce yourself to the relevant local authorities and make sure they understand the purpose of your work. Show your letter of introduction and ask them for any needed assistance to get started. The county and sub-county chiefs are to act as liaison officers. Therefore any messages concerning change of plans in the fieldwork schedule should be left with them.
Before beginning with the questionnaire, fill in the box at the top of the first page, giving your personal information, the date, and the market location data.
4.2 Recording Guidelines

2. | Indicate the Fisheries staff stationed in the market and other markets in the area that they are supposed to cover. |
3. | Circle the days in the week the market operates or indicate the other interval of operation. |
4. | Identify the number fishers (if market is a landing market), fish traders or processors by gender, i.e. men or women. |
5. | Only list down those fisheries co-operative societies or fisheries-related trade groups in the local area. Indicate the number of members by gender. |
6. | List down the other occupations of fish traders (e.g. farming, kiosk operator, teacher, etc.) in the order of most common to least common. |
7. | Sources of supply should be clearly identified by the word “market” or “landing”. Distance from this market to the source must be identified in kilometres as well as the type of connecting link (use codes provided). |
8. | If there are many reasons for failure to get fish supplies use extra space on the blank sheets provided. |
9. | Care should be taken in answering this question because normally fishers or fishmongers talk of “high” and “low” seasons and these must be clearly translated according to months of the year. |
10.–11. | These tables must be carefully filled in according to the seasons identified by respondents. Be sure to note down the total numbers of each type of transport unit (e.g. transport canoe, pick-up, bicycle) operating in or out of the market as well as details of delivery frequency and delivery weights. |

23. | Fill by indicating the number of public eating places by type specified. |
24. | Indicate species by name and enter the current market price per one (1) kilogram of that species. Do the same for the commodities indicated in the questionnaire. Note down any special units used to measure commodities in this market, and give the kilogram weight equivalent. |
4.3 Other Important Points
Any other information that you consider important about the market and its problems and possibilities for improvement and development should be noted down on the attached blank sheets.
