Summary of Major Decisions and Recommendations

ITEM 4:

The Status of the Fisheries of Lake Tanganyika

For the attention of Governments and FAO

1. Note development priorities identified by the Sub-Committee: Lake-wide research including statistical data collection, the reinforcement of national fisheries administration, definition of development requirements in a logical sequence, availability of fishing gear and equipment, access to fishing grounds, creation of infrastructure and establishment of regular contacts between the countries (paragraph 9 of the report).

ITEM 5:

Report of the Evaluation of the Workshop on Fisheries Statistics for Inland Waters - Lake Tanganyika

For the attention of FAO

1. Look into the possibility of proposing more cost-effective methods of statistical data collection (paragraph 13(a) of the report).

2. The proposed regional research project for Lake Tanganyika should take the lead in coordinating standardization of the collection, compilation and analysis of statistical data (paragraph 13(b) of the report).

ITEM 6:

Regional Cooperation for Research, Management and Development of the Fisheries of Lake Tanganyika

For the attention of Governments and FAO

(a) Regional Research Project

1. Note offer by Burundi to host the headquarters of the proposed regional research project at Bujumbura (paragraph 17 of the report).

2. SADCC/NORAD programme for fisheries catch assessment and long-term stock monitoring in the Zambian and Tanzanian sectors of the Lake should make provision for acoustic surveys covering the whole Lake and should associate FAO with this exercise (paragraph 21 of the report).

3. The Sub-Committee to be used as the coordinating mechanism for the new multinational Regional Research Project (paragraph 27 of the report).

4. EEC will initially coordinate its fishery development activities through the Sub-Committee, but will later on set up its own Coordinating Committee for the EEC-supported project activities (paragraph 27 of the report).

5. Note allocation of additional US$ 20 000 by Finland for the preparatory phase budget and the nomination of the University of Kuopio as the counterpart executing agent of the FINNIDA-funded element of the regional research project (paragraph 28 of the report).

6. The SADCC/NORAD planned activities to commence without further delay (paragraph 29 of the report).

7. FAO's proposed Regional Research Project should be appropriately modified to take account of those activities to be undertaken by the SADCC/NORAD project in Tanzania and Zambia, as well as relevant ECGL/Belgium activities in the Burundi and Zaire sectors of the lake (paragraph 29 of the report).

8. Next phase of the FAO Regional Research Project should focus on the establishment of the central coordination office in Bujumbura, Burundi (paragraph 29 of the report).

9. The inputs from Finland and AGFUND (and other potential assistance programmes) should be rescheduled to provide for a balance of inputs in the Zaire/Burundi, Tanzania/Zambia sectors (paragraph 30 of the report).

10. Note endorsement by the Sub-Committee of the general guidelines for the long-term regional research project (paragraph 30 of the report).

1. Liaise with other assistance agencies, particularly Belgium, Federal Republic of Germany, Japan, Italy, the Netherlands, Sweden and the EEC, to ascertain their possible complementary inputs to the overall coordinated Programme (paragraph 30 of the report).

(b) Harmonization of Fisheries Legislation

For the attention of FAO

1. Organize a Regional Workshop on Harmonization of Fishery Legislation before the next session of the Sub-Committee (paragraph 32 of the report).

ITEM 7:

Conditions of Access to the Fisheries of Lake Tanganyika

For the attention of Governments

1. Arrangements for agreements allowing fishing vessels of one country to seek official permission to fish in the waters of another country or to use landing facilities in another country should be made through the appropriate ministries (paragraph 33 of the report).

2. Competent authorities of all riparian States should review in detail the implications of the Burundi proposal (paragraph 34 of the report).

For the attention of FAO

1. Prepare a study of the arrangements entered into by countries bordering the same lake in other regions of the world to be made available to the proposed Workshop on Harmonization of Fishery Legislation (paragraph 34 of the report).

POINT 4:

Situation des pêches du lac Tanganyika

A l'attention des gouvernements et de la FAO

1. Noter les priorités identifiées par le Sous-Comité en matière de développement: étude scientifique de l'ensemble du lac, notamment collecte de données statistiques, renforcement des administrations nationales des pêches, définition des besoins du développement dans un ordre logique; disponibilité d'engins de pêche et autre matériel; accès aux fonds de pêche; création d'infrastructures et établissement de contacts réguliers entre les pays (paragraphe 9 du rapport).

POINT 5:

Rapport d'évaluation de l'Atelier de formation aux statistiques des pêches dans les eaux intérieures - lac Tanganyika

A l'attention de la FAO

1. Etudier la possibilité de proposer, pour la collecte des données statistiques, de nouvelles méthodes plus rentables (paragraphe 13(a) du rapport).

(a) Projet régional de recherche

1. Noter que le Burundi a offert d'accueillir à Bujumbura l'unité centrale (siège) du projet régional de recherche proposé (paragraphe 17 du rapport).

2. Le programme SADCC/NORAD concernant l'évaluation des captures et le suivi à long terme des stocks dans les secteurs zambien et tanzanien du Lac devraient prévoir des études acoustiques couvrant tout le Lac et la FAO devrait être associée à ce travail (paragraphe 21 du rapport).

3. Le Sous-Comité devrait servir de dispositif de coordination du nouveau projet régional et multinational de recherche (paragraphe 27 du rapport).

4. La CEE passera initialement par le Sous-Comité pour coordonner ses activités de développement des pêches mais elle créera ultérieurement son propre comité de coordination pour les activités du projet soutenu par elle (paragraphe 27 du rapport).

5. Prendre note de l'octroi par la Finlande d'une allocation supplémentaire de 20 000 dollars du budget de la phase préparatoire et de la désignation de l'Université de Kuopio comme agent d'exécution homologue de l'élément du projet régional de recherche qui est financé par le FINNIDA (paragraphe 28 du rapport).

6. Les activités prévues par la SADCC et NORAD devraient démarrer sans plus tarder (paragraphe 29 du rapport).

7. Le projet régional de recherche proposé par la FAO devrait être modifié pour tenir compte des activités du projet SADCC/NORAD en Tanzanie et en Zambie ainsi que des initiatives pertinentes menées par la CEGPL et par la Belgique dans les secteurs burundais et zaïrois du Lac (paragraphe 29 du rapport).

8. La prochaine phase du projet régional de recherche de la FAO devrait être axée sur la mise en place de l'unité centrale de coordination à Bujumbura, Burundi (paragraphe 29 du rapport).

9. Les apports de la Finlande et d'AGFUND (et éventuellement d'autres programmes d'assistance) devraient être réorganisés de façon à équilibrer les apports fournis dans les secteurs Zaïre/Burundi, d'une part, et Tanzanie/Zambie, d'autre part (paragraphe 30 du rapport).

10. Prendre note de l'approbation par le Sous-Comité des orientations générales adoptées pour le projet régional de recherche à long terme (paragraphe 30 du rapport).

Les arrangements requis pour la conclusion d'accords autorisant les navires de pêche d'un pays déterminé à demander officiellement la permission de pêcher dans les eaux d'un autre pays ou d'utiliser ses installations de débarquement devraient être pris par l'intermédiaire des ministères compétents (paragraphe 33 du rapport).

2. Les autorités compétentes de tous les Etats riverains devraient examiner en détail les implications de la propositions du Burundi (paragraphe 34 du rapport).

1. Etablir une étude sur les arrangements conclus dans d'autres régions du monde par les pays riverains d'un même lac, afin de la mettre à la disposition de la réunion d'étude sur l'harmonisation des législations de pêche qui a été proposée (paragraphe 34 du rapport).
