PREPARATION OF THIS PAPER

This paper was prepared by Dr. H. Regier* and Mr. D.W. Kelley* as a follow-up of the FAO Technical Conference on Marine Pollution and its Effects on Living Resources and Fishing (Rome, 1970) and as one of the various background studies produced in connection with the preparations for the UN Conference on the Human Environment. Apart from its use in preparing basic and position papers of the UN Conference, some sections also provided background for the chapter on Water Pollution and its Effects on Living Aquatic Resources and Fishing published in the State of Food and Agriculture 1971.

The present version incorporates comments received from numerous scientists including some members of the ACMRR and from staff members of FAO, as well as other UN agencies concerned (e.g. UNESCO).

The present final version has been printed in view of its general interest to a wide section of the scientific community and the growing interest in man's impact on the biosphere and effects of natural resources, of which fisheries is an integral part.

The authors thank those scientific colleagues who responded encouragingly and critically to an earlier draft of this paper. The detailed and comprehensive reviews of Drs. L.M. Dickie and B.B. Parrish were particularly helpful.
