Susanna Karapetyan is an economist- statistician with the background holding the Diploma of Colorado State University (USA, MA in Economics) and Yerevan State University of National Economy (MA in Statistics).
Working for about 10 years with the National Statistical Service of Armenia Susanna has developed solid background in statistics, household surveys and analysis, which later was used to cooperate with different research companies and conduct LM and social protection related studies.
Susanna has skills and experience in conducting various household surveys for Armenia Government, as well as experience in cooperation with international development organizations and projects, in communication with state officials, representatives of private business community, non-governmental sector and international development organizations. She has quite advanced awareness and knowledge of Armenian socio-economic situation, development priorities and directions, particularly in the area of social protection and labour market developments, in monitoring and evaluation of social protection programs.
Working about 3 years with Central Bank of Armenia and Ministry of Labour and Social Affairs (MLSA) on pension policy reforming, Susanna developed skills in policy modeling and forecasting. In 2009 she joined the USAID funded Pension and Labor Market Reforms and Pension reform Implementation (2013) projects in Armenia.
Since February 2017 Susanna is one of the founders of ESI Consultancy Group – a group of professionals who worked together for more than 10 years within the scope of various USAID- funded projects and established their own company with a strong desire to contribute to sustainable development of Armenia with their expertise and skills.
Susanna joined the FAO Armenia team in July 2017 to support the “Developing Capacity for Strengthening Food Security and Nutrition in Selected Countries of the Caucasus and Central Asia” Project, particularly the Cash+ pilot in Armenia.

Одними из факторов обеспечивающих продовольственную безопасность в Армении являются ограниченные возможности рынка труда, низкая доходность сельскохозяйственного производств, в особенности мелких фермерских хозяйств, также глубокая диспропорция территориального развития. В связи с этим, на мой взгляд, важно также рассмотреть вопрос сотрудничества и координации с точки зрения разработки и реализации отраслевых стратегий. Обеспечение синергии между отраслевыми стратегиями в паре с усилением сотрудничества и координации может привести к лучшим результатам в плане обеспечения доступа к достаточному количеству и более питательным продуктов питания.
The limited opportunities in the labour market, low profitability of agricultural production, particularly in small-scale farming, as well as the severe disparities in territorial development are among the factors affecting food insecurity in Armenia. Hence, in my opinion, it is important also to discuss the coordination and cooperation issue from the perspective of development and implementation of sectorial strategies. Assurance of synergy between sectorial strategies paired with the coordination and cooperation efforts could result in better outcome in terms of assuring access to sufficient and more nutritious food.

The issue of strengthening of intersectoral collaboration in general and for improved food security and nutrition in particular is in the agenda for Armenia.
The discussions during the high level workshop (held early Jun 2019) suggest: although the cooperation mechanisms are set in country, still the inter-ministerial/inter-agency and inter-sectorial effective cooperation remains a challenge and requires further enhancement and strengthening. And the issue even more critical now, as:
The country is in way of taking steps in implementing the Agenda 2030 and aligning its goals to the Sustainable Development Goals, particularly ending poverty in all its forms (Goal # 1) and eradicating hunger, achieving food security and elimination of malnutrition of all forms, promoting sustainable agriculture (Goal #2).
2018 was marked by drastic political changes which triggered also economic, as well as structural changes in the Government in terms of cutting down the number of Ministries, among which the Ministry of Agriculture. Hence, it is important to preserve already existing rational in terms of cooperation and build on it further.
Shock-responsive and promotive safety nets, nutrition objectives in general and in social protection in particular, are challenges to be addressed in parallel of addressing challenges related to effective governance. From this perspective also it is hard to overestimate the importance of vertical (policymakers at the national level and policy implementers at the local self-government level) and horizontal cooperation and coordination.
The 2017 National Strategic Review of Food Security and Nutrition in Armenia (the WFP and the Gov. of RA), based on a thorough analysis of food security, nutrition and agriculture in Armenia, suggests the six recommendations for achieving the SDG2 Targets in Armenia by 2030 and among them is: Ensure programmatic synergies that cover all pillars of food security in order to guarantee access to nutritious food for everyone, throughout the country.
Вопрос укрепления межотраслевого сотрудничества вообще и для улучшения продовольственной безопасности и питания в частности, все еще актуален для Армении.
Обсуждения в ходе семинара по вопросам продовольственной безопасности и питания (состоявшегося в начале июня 2019 года) свидетельствуют: хотя в стране созданы механизмы межведомственного/межучережденческого и межотраслевого сотрудничества, эффективное сотрудничество все еще остается проблемой и требует дальнейшего улучшения и укрепления. Вопрос еще более актуален, так как:
1. Страна предпринимает шаги по осуществлению Повестки 2030 и приведению своих целей в соответствие с целями в области устойчивого развития, в частности ликвидация нищеты во всех ее формах (цель № 1) и ликвидация голода, обеспечение продовольственной безопасности и улучшение питания и содействие устойчивому развитию сельского хозяйства (цель № 2);
2018 год ознаменовался резкими политическими изменениями в Армении, которые вызвали экономические и структурные изменения в правительстве, в частности, сокращение числа министерств, среди которых министерство сельского хозяйства. Следовательно, важно сохранить уже существующее
рациональное с точки зрения сотрудничества и развивать его дальше.
Привентивные социальные сети безопасности (safety nets), вопросы питания в целом и в системе социальной защиты в частности - это задачи, которые необходимо решать параллельно с решением проблем, связанных с эффективным управлением. Следовательно, трудно переоценить важность вертикального (политики на национальном уровне и исполнители политики на уровне местного самоуправления) и горизонтального сотрудничества и координации.
Национальный стратегический обзор продовольственной безопасности и питания Армении в 2017 году (Всемирная Организация Продовольствия и Правительство РА), основанный на тщательном анализе продовольственной безопасности, питания и сельского хозяйства Армении, предлагает шесть рекомендаций по достижению Целей устойчивого развития в Армении. Среди этих рекомендаций - обеспечение программного взаимодействия, охватывающего все компоненты продовольственной безопасности, чтобы гарантировать доступ к питательным продуктам для всех по всей стране.
