Executive Summary

This consultancy assignment forms part of the fisheries component of the IDA World Bank Second Agricultural Research Project (BGD/83/010). The terms of reference broadly cover the preparation of the research programme for the Brackishwater Station of the Fisheries Research Institute of the Government of The People's Republic of Bangladesh. In spite of considerable delays in the Government gaining possession of the site selected for the Brackishwater Station at Paikgacha, near Khulna, it now appears that it may be possible to start construction immediately after the the 1989 monsoon season.

If further complications over acquisition of the land persist, it is recommended that the possibility of leasing the land for a period of 10 years should be considered before reverting to the next most suitable site at Rampal. It is to be hoped that the construction of the Brackishwater Station will be completed, and the laboratory and experimental facilities become fully operational by 1991–92 at the latest.

A review of the historical development and present status of the shrimp farming industry in Bangladesh has been prepared to provide a reference point for the proposed Five Year Research Programme of the Brackishwater Station. Constraints to the development of the industry have also been identified.

Detailed specifications have been prepared for the research laboratories and experimental facilities to be provided at the Brackishwater Station, together with specific operational and administrative recommendations. Detailed equipment lists covering all aspects of the future research of the Brackishwater Station have been prepared. Separate detailed specifications and cost estimates have been submitted to the Fisheries Research Institute. Lists of chemicals, drugs, workshop and maintenance equipment, laboratory and workshop supplies and other consumable items have also been prepared. Names and addresses of manufacturers and suppliers of specialist equipment and chemicals have also been provided.

The proposed Five Year Research Programme of the Brackishwater Station has been extensively revised, and detailed research proposals have been written for eight of the projects which do not require the specialist laboratories and experimental facilities planned for the Brackishwater Station. These projects can be implemented without further delay, so that the research programme can start before the Brackishwater Station becomes fully operational. An overall research programme indicating the priorities and scheduling requirements of the individual projects has also been prepared. The eight proposals cover the following research topics:
