Global Health Security Monitoring, Evaluation and Learning Workshop

Monitoring, evaluation and learning (MEL) has been a cornerstone of the Emergency Centre for Transboundary Animal Diseases (ECTAD) Emerging Pandemic Threats Part 2 (EPT2) and Global Health Security (GHS) programmes. Building on the results of the M&E system put in place through the EPT2 program, the MEL system has expanded on its predecessor by further focusing on the ECTAD program following the shift from a multi-partner framework. There have been substantial changes in the landscape and the environment in which the FAO MEL system is operating. These changes include updates to the United States Agency for International Development (USAID) GHS programme strategic vision and how it is implemented; a new revised results framework and potential global indicators; substantial geographic expansion of the GHS activities; personnel changes; and changes to how MEL data is reported, both in terms of frequency and channel. In addition, the programme now requires a higher focus on achieving and measuring outcome-level changes and an increased need to demonstrate contributions made for improving national health-related capacities. These changes have necessitated the recent inclusion of country-specific outcome level indicators in all country project logical frameworks in the Asia Pacific region, as well as the organization of regional workshops to consult with project teams on the proposed changes to the GHS framework and to validate the proposed MEL strategies and framework.

The workshop will provide a refresher training on MEL, present an overview of the programme's MEL framework, review the status of MEL for the programme, and assess indicators and data collection tools.
